...I think the NCAA would force Penn State to play the Hawaii game within their 12-game schedule (meaning they'd have to get out of another game) instead of adding a 13th game using the Hawaii exception. The rule changed after Alabama got around its bowl ban by scheduling trips to Honolulu in 2002 & '03.
The link (from last year when it was thought USC might have to cancel its previously-scheduled game with Hawaii) talks about sanctioned teams not using the scheduling exception.
In any case it's not wise for the PSU coach to openly talk about scheduling a "bowl game" when his program has just been hit with a bowl ban as part of a landmark case.
